Justin Phelps Jr., 63, of St. Charles, died Nov. 30, 1991, in Salt Lake City, from complications following heart surgery. He was born Oct. 26, 1928, in Montpelier, to Justin and Opal Lucille Oakey Phelps. He attended school in Montpelier and Pocatello and later served in the Army and Air Force. He was a member of the Montpelier High School class of 1947, however he did not graduate in Montpelier. He worked for the Union Pacific Railroad for 40 years, retiring in October of 1990. He married Beverly Arnell on Sept. 15. 1951, and was an active member of the Church of Jesus Christ of Latter-day Saints. He was an avid reader and a lover of animals, especially dogs. He also enjoyed the outdoors. He was preceded in death by his mother and father. He is survived by his wife, Beverly; three sons, Kelly, Richfield, Ut., Kraig, St. Charles, Brady, Logan; a brother, Kent, Blackfoot; and six grandchildren. Funeral services were held Dec. 4, at the LDS Church in St. Charles. Burial was in the St. Charles Cemetery.
